وإذ تلاحظ اﻷعداد الكبيرة من النساء من البلدان النامية ومن بعض البلدان التي تمر اقتصاداتها بمرحلة انتقال اللائي يتجهن باستمرار نحو البلدان اﻷيسر حالا بحثا عن سبل لكسب العيش ﻷنفسهن ولعائلاتهن، نتيجة للفقر والبطالة وغيرهما من اﻷوضاع الاجتماعية والاقتصادية،

Noting the large numbers of women from developing countries and some countries with economies in transition who continue to venture forth to more affluent countries in search of a living for themselves and their families as a consequence of poverty, unemployment and other socio-economic conditions, and acknowledging the duty of the sending States to work for conditions that provide employment and security to their citizens,
وإذ تلاحظ اﻷعداد الكبيرة من النساء من البلدان النامية ومن بعض البلدان التي تمر اقتصاداتها بمرحلة انتقال اللائي ما زلن يتجهن نحو البلدان اﻷيسر حالا بحثا عن سبل لكسب العيش ﻷنفسهن وﻷسرهن نتيجة للفقر والبطالة وغيرهما من اﻷوضاع الاجتماعية الاقتصادية، وإذ تسلم بواجب الدول المرسِلة المتمثل في تهيئة اﻷوضاع التي توفر فرص العمل واﻷمن لمواطنيها،

والمؤسسات المالية الدولية ومصارف التنمية الإقليمية مطالبة بفحص وتعديل ممارساتها المتعلقة بالقروض والمنح لضمان الاعتراف بأن كبار السن يشكلون موردا إنمائيا وأخذهم في الاعتبار عند وضع سياساتها ومشاريعها كجزء من الجهود التي تبذلها لمساعدة البلدان النامية و [الاتحاد الروسي: بعض] البلدان التي تمر اقتصاداتها بمرحلة انتقال في مجال تنفيذ خطة العمل.
