ولدى صدور إشعار من طرف منتهك للمعاهدة بانسحابه منها، ينبغي لمجلس الأمن أن يعمد على الفور إلى استعراض المسألة والتشاور مع الأطراف في المعاهدة، حسب الاقتضاء، بغية استطلاع السبل والوسائل اللازمة لمعالجة المسائل التي أثارها إشعار العزم على الانسحاب.

ونحن نرى أن الجمعية العامة ينبغي أن تكلف الفريق العامل المعني بالحالة المالية لﻷمم المتحدة، وأفرقة العمل اﻷخرى ذات الصلة، بمهمة إجراء دراسة جادة لهذه المقترحات بغية استطلاع كل الطرق الممكنــة لتوفير الموارد اللازمة لﻷمم المتحدة لكي تساعد بفعاليــة على تحقيق هدف التنمية للجميع، وقبل كل شيء تنمية البلدان المتخلفة.
