4. The Committee welcomes a number of positive developments in the reporting period, including the adoption of legislative and policy measures taken with a view to implementing the Convention, such as:
4- ترحب اللجنة بجملة التطورات الإيجابية التي حدثت في الفترة المشمولة بالتقرير، بما في ذلك عدد من الصكوك التشريعية وتدابير سياساتية اعتمدت بغية تنفيذ الاتفاقية منها ما يلي:

More specifically, the Committee notes that in its dialogue with the Committee, the State party itself recognized the need to amend its Constitution and Election Law to implement the Convention.
وتلاحظ اللجنة، بصفة أكثر تحديداً، أن الدولة الطرف ذاتها قد أقرت في حوارها مع اللجنة بالحاجة إلى تعديل دستورها وقانونها الانتخابي بغية تنفيذ الاتفاقية.

(c) Establishing as a high priority the support to Governments in their efforts to implement the Convention.
(ج) إقرار تقديم الدعم إلى الحكومات فيما تبذلـــه من جهود بغية تنفيذ الاتفاقية باعتباره أولوية عالية.

It will strengthen relationships with the secretariats of other relevant conventions such as the United Nations Framework Convention on Climate Change and the Convention on Biological Diversity (CBD), international financial institutions and other intergovernmental organizations, in order to implement the Convention efficiently and avoid duplication of work.
وستعزز العلاقات مع أمانات الاتفاقيات الأخرى ذات الصلة مثل اتفاقية الأمم المتحدة الإطارية المعنية بتغير المناخ واتفاقية التنوع البيولوجي، ومع المؤسسات المالية الدولية والمنظمات الحكومية الدولية الأخرى، بغية تنفيذ الاتفاقية على نحو ناجع وتفادي ازدواجية العمل.

1. The Conference of the Parties shall promote the availability of financial mechanisms and shall encourage such mechanisms to seek to maximize the availability of funding for affected developing country Parties, particularly those in Africa, to implement the Convention.
١- يعزز مؤتمر اﻷطراف إتاحة اﻵليات المالية ويشجع هذه اﻵليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل لﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، بغية تنفيذ الاتفاقية.

10. In addition, Article 21.1 instructs Parties to promote the availability of financial mechanisms and encourage these mechanisms to maximize the availability of funding to implement the Convention.
٠١- وبالاضافة إلى ذلك، فإن المادة ١٢-١ توعز إلى اﻷطراف بتعزيز اتاحة اﻵليات المالية وتشجيع هذه اﻵليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل بغية تنفيذ الاتفاقية.

١ - يعزز مؤتمر اﻷطراف إتاحة اﻵليات المالية ويشجع هذه اﻵليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل لﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، بغية تنفيذ الاتفاقية.

2. Article 21 of the Convention provides that " the Conference of the Parties shall promote the availability of financial mechanisms and shall encourage such mechanisms to seek to maximize the availability of funding for affected developing country Parties, particularly those in Africa, to implement the Convention. "
2- وتقضي المادة 21 من الاتفاقية بأن " يعزز مؤتمر الأطراف إتاحة الآليات المالية ويشجع هذه الآليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل للأطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، بغية تنفيذ الاتفاقية " .

(a) Ensure that appropriate resources are allocated for the health sector, and develop and implement comprehensive policies and programmes for improving the health situation of children so as to implement the Convention fully, in particular articles 4, 6 and 24;
(أ) ضمان تخصيص الموارد الكافية لقطاع الصحة، ووضع وتنفيذ سياسات وبرامج شاملة لتحسين الوضع الصحي للأطفال، بغية تنفيذ الاتفاقية تنفيذاً تاماً، ولا سيما المواد 4 و6 و24 منها؛

Instead by its Article 21 (1) it declared that the Conference of the Parties shall promote the availability of financial mechanisms and shall encourage such mechanisms to seek to maximize the availability of funding for affected developing country Parties, particularly those in Africa, to implement the Convention.

2- أما المادة 21 من الاتفاقية فتنص على أن " يعزز مؤتمر الأطراف إتاحة الآليات المالية ويشجع هذه الآليات على أن تسعى إلى أن تزيد إلى أقصى حد من توافر التمويل للأطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، بغية تنفيذ الاتفاقية " .

As a non-annex I country under the UNFCCC, we contribute towards the common goal of stabilizing the atmospheric concentration of greenhouse gases based on differential responsibilities, and we report on the steps taken at the national level to implement the Convention following the guidelines adopted by the Conference of Parties for non-annex I countries.
وبوصفنا بلدا من البلدان غير المدرجة في المرفق الأول في إطار اتفاقية الأمم المتحدة الإطارية المتعلقة بتغير المناخ، فإننا نسهم صوب بلوغ الهدف المشترك المتمثل في تحقيق استقرار تركيز غازات الدفيئة في الغلاف الجوي على أساس المسؤوليات المتفاوتة، ونقوم بالإبلاغ بالخطوات المتخذة على الصعيد الوطني بغية تنفيذ الاتفاقية باتباع المبادئ التوجيهية التي اعتمدها مؤتمر الأطراف للبلدان غير المدرجة في المرفق الأول.

The Committee welcomes a number of positive developments in the reporting period, including the adoption of legislative and other measures taken with a view to implementing the Convention, such as:
3- ترحب اللجنة بعدد من التطورات الإيجابية التي حدثت أثناء فترة الإبلاغ كان من جملتها اعتماد تدابير تشريعية وغيرها من التدابير بغية تنفيذ الاتفاقية.

73. The Committee recommends that the State party cooperate with the Commission on Women and Children of the Association of Southeast Asian Nations (ASEAN) with a view to implementing the Convention in both the State party and in other ASEAN member States.
73- توصي اللجنة بأن تتعاون الدولة الطرف مع اللجنة المعنية بالنساء والأطفال التابعة لرابطة أمم جنوب شرق آسيا بغية تنفيذ الاتفاقية في الدولة الطرف وفي غيرها من الدول الأعضاء في الرابطة.

18. Since the Netherlands had made significantly more progress in implementing gender equality than had the Netherlands Antilles or Aruba, she would like to know whether any programmes had been initiated under which the Netherlands would provide cooperation or capacity-building to those countries with a view to implementing the Convention.
18 - ونظرا لأن هولندا قد حققت تقدما في مجال تنفيذ المساواة بين الجنسين، يفوق في أهميته ما حققته جزر الأنتيل الهولندية أو آروبا، فإنها تود أن تعرف ما إذا كان قد تم الشروع في أية برامج يتم في إطارها تعاون هولندا مع هذين البلدين، أو مساعدتهما، في مجال بناء القدرات، بغية تنفيذ الاتفاقية.

Guidance and resource materials to improve technical assistance delivery could be included on the TRACK platform, together with a legal library designed to generate and disseminate knowledge on national legislation adopted or modified with a view to implementing the Convention.
ويمكن إدراج المواد والموارد التوجيهية من أجل تحسين تقديم المساعدة التقنية على منصة " تراك " ، وذلك إضافة إلى مكتبة قانونية تُصمّم لتوليد ونشر المعارف عن التشريعات الوطنية المعتمدة أو المعدّلة بغية تنفيذ الاتفاقية.
