6. The terms of reference of the Task Force on the Measurement of Poverty were established as follows:

It was pointed out, however, that there are still some important unresolved methodological issues regarding the Measurement of Poverty and that the overall picture of progress in poverty eradication can be different depending on the assumptions and regional decomposition that are used when measuring poverty.
