It is stated that in registering the communication and purporting to impose interim measures under rule 86 of the Committee's rules of procedure, the Committee has exceeded its jurisdiction, and the State party therefore considers the actions of the Committee in respect of this communication to be void and of no binding effect.
وتفيد الدولة أن اللجنة، بتسجيلها البلاغ وادعائها فرض تدابير مؤقتة بمقتضى أحكام المادة 86 من نظامها الداخلي، تجاوزت حدود اختصاصها، لذا فإن الدولة الطرف تعتبر الإجراءات التي اتخذتها اللجنة بشأن هذا البلاغ لاغية وغير ملزمة.

The Committee also noted that the following four Members were in arrears in the payment of their assessed contributions under the terms of Article 19, but had been permitted to vote in the General Assembly through the fifty-first session pursuant to the provisions of General Assembly resolutions 50/207 B and 51/212 A: Comoros, Liberia, Rwanda and Tajikistan.

145. Annex 5 contains a copy of the ordinance issued by the Minister of Labour concerning occupations that are hazardous, strenuous or detrimental to young persons in accordance with the provisions of Article 74 of the Labour Act No. 8 of 1996.

9. Prior to the start of the first commitment period, the expert review teams established under Article 8 shall review the observance by Parties included in Annex I and Annex B of the following eligibility criteria for transfers and acquisitions under the provisions of Article 3:

The General Directorate for Drug Control of Egypt was the national focal point in drug control operations and the implementation of controlled delivery operations through the codification of procedures by the Attorney General under the provisions of Article 11 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.

(a) To the extent that the amounts relate to expenditures under the Special Account for UNEF 1956 and under the Ad Hoc Account for ONUC, which, in the view of some Member States, were illegal, they do not consider themselves bound, under the provisions of Article 17 of the Charter of the United Nations, to participate in paying for those expenditures.

وتفيد الدولة بأن اللجنة، بتسجيلها البلاغ وادعائها فرض تدابير مؤقتة بمقتضى أحكام المادة 86 من نظامها الداخلي، تكون قد تجاوزت حدود اختصاصها، لذا فإن الدولة الطرف تعتبر الإجراءات التي اتخذتها اللجنة بشأن هذا البلاغ لاغية وغير ملزمة.

7.2 The Committee regrets that the State party was not prepared to give the undertaking requested by the Committee under rule 86 of its rules of procedure, not to execute the death sentence against the author while his case was under examination under the Optional Protocol, since the State party considered the communication inadmissible.
٧-٢ تأسف اللجنة ﻷن الدولة الطرف لم تُبدِ استعداداً لتقديم التعهد الذي طلبته اللجنة بمقتضى أحكام المادة ٦٨ من نظامها الداخلي، بعدم تنفيذ حكم اﻹعدام الصادر بحق صاحب البلاغ بينما كانت قضيته قيد الدراسة بموجب أحكام البروتوكول الاختياري، حيث اعتبرت الدولة الطرف أن البلاغ غير مقبول.

The Committee also noted that Bosnia and Herzegovina, Cambodia, Comoros, Congo, Georgia, Guinea-Bissau, Nicaragua and Tajikistan were in arrears in the payment of their assessed contributions under the terms of Article 19, but were currently permitted to vote in the Assembly.
ولاحظت اللجنة أيضا أن البوسنة والهرسك، وجزر القمر، وجورجيا، وطاجيكستان، وغينيا - بيساو، وكمبوديا، والكونغو، ونيكاراغوا متأخرة في تسديد اشتراكاتها المقررة بمقتضى أحكام المادة ٩١، ولكنه سمح لها حاليا بالتصويت في الجمعية العامة.

The Committee also noted that Comoros, Liberia and Tajikistan were in arrears in the payment of their assessed contributions under the terms of Article 19, but had been permitted to vote in the General Assembly through the fifty-second session pursuant to the provisions of General Assembly decision 51/454 B. The Committee decided to authorize its Chairman to issue an addendum to the present report, as necessary.
ولاحظت اللجنة كذلك أن جزر القمر، وطاجيكستان، وليبريا متأخرة في تسديد اشتراكاتها المقررة بمقتضى أحكام المادة ٩١ من الميثاق، ولكنه سمح لها بالتصويت في الجمعية العامة خلال الدورة الثانية والخمسين عملا بأحكام مقرر الجمعية العامة ١٥/٤٥٤ باء. وقررت اللجنة أن تأذن لرئيسها بإصدار إضافة لهذا التقرير إذا لزم اﻷمر.

1. Reaffirms its role in accordance with the provisions of Article 19 of the Charter of the United Nations and the advisory role of the Committee on Contributions in accordance with rule 160 of the rules of procedure of the General Assembly;
