غير أن الشرح تضمن مقطعا مقتبسا من ذلك القرار لأنه يتضمن ملاحظات تتعلق بنظام التدابير المضادة بموجب القواعد العامة للقانون الدولي.

The Convention on Special Missions seems to suggest that certain facilities, privileges and immunities are accorded to heads of Government and ministers for foreign affairs under general international law.
