ينبغي تنقيح الهيكل التنظيمي لفرع بناء القدرات والعمليات الميدانية المقترح وذلك من خلال دمج فريق المؤسسات الوطنية ضمن مختلف الأفرقة الجغرافية، بهدف تقديم الدعم الشامل داخل كل منطقة جغرافية، مع ضمان توفر مشورة الخبراء حسب الاقتضاء.

In addition, the Board met with the Chief of the Capacity-Building and Field Operations Branch of the Office of the High Commissioner for Human Rights (OHCHR), who expressed his commitment to having OHCHR field presences continue to support the monitoring and evaluation of projects within their geographic areas as well as endeavour to identify projects in the countries of their respective regions.

The continued strong support for the country and thematic mandates and the consolidation, maintenance and extension of the database on thematic procedures to include country-specific mandates is crucial to the overall programme of work of the Capacity-Building and Field Operations Branch.

3. During the reporting period, January-December 2006, OHCHR has sought, through a wide range of activities, to heighten its commitment to supporting the Secretary-General within the Action 2 Initiative in the building of strong NHRIs at the country level through the National Institutions Unit (the NI Unit), located within the Capacity-Building and Field Operations Branch of OHCHR.

Instead of five separate units reporting directly to the High Commissioner, the new structure is to be composed of seven units: Support Services (including the Administrative Section and Information Management and Technology), RRDB, Treaties and Commission Branch (formerly SSB), Capacity-Building and Field Operations Branch (formerly APB), and the New York Office.

3. The Office of the United Nations High Commissioner for Human Rights (OHCHR) has, in 2004, undertaken to strengthen the role of national institutions at both the global and country level through the work of the National Institutions Unit (the Unit), located within the CapacityBuilding and Field Operations Branch of OHCHR, which has become an integral part of supporting the national human rights promotion and protection system.
3- وبدأت المفوضية في عام 2004 تعزز دور المؤسسات الوطنية على الصعيدين العالمي والقطري بفضل الأعمال التي أنجزتها وحدة المؤسسات الوطنية (الوحدة) المنشأة في إطار فرع بناء القدرات والعمليات الميدانية التابع للمفوضية، والتي أصبحت جزءاً لا يتجزأ من الدعم المقدم للنظام الوطني لتعزيز حقوق الإنسان وحمايتها.
