Most importantly, any restriction or limitation must be provided by law, must serve one of the listed purposes mentioned in the article and must be necessary for attaining this purpose.
وأهم هذه الشروط هو أن أي قيد أو حد يجب أن يكون محددا بنص القانون ويجب أن يخدم أحد الغرضين المذكورين في المادة وأن يكون ضروريا لتحقيق هذا الغرض.

According to paragraph 3 of article 19 of the International Covenant on Civil and Political Rights, such restrictions should only be provided by law in order to define clearly the nature of the limitations to freedom of expression.
وتقضي الفقرة 3 من المادة 19 من العهد الدولي الخاص بالحقوق المدنية والسياسية بأن تكون القيود على حرية التعبير محددة بنص القانون بغية تحديد طبيعتها بوضوح.

He recalled that article 19, paragraph 3, of the Covenant provided that any restrictions on freedom of expression could only be such as were provided by law.

292. In accordance with article 116 of the Constitution, the expropriation of unproductive large-scale estates for agrarian reform is to be provided for by law and paid for in the manner and within the time period determined by law.

19 - إن وفده يؤيد توصية المقرر الخاص بأن تتم إجراءات تسجيل الحركات الدينية بنص القانون وليس بمجرد لائحة إدارية، وأن الامتناع عن التسجيل يعرّض صاحبه للملاحقة القضائية.
