He states that his brother, Benattia Zerrougui, was the victim of violations by Algeria of his rights under article 2 (para. 3), article 6 (para. 1), article 7, article 9 (paras. 1 to 4), article 10 (para. 1) and article 16 of the International Covenant on Civil and Political Rights.

2.1 Benattia Zerrougui was first arrested by the police on 11 February 1992, while he was serving as secretary-general of the elected municipal council of Tiaret.

According to the information that the family has been able to gather, between 1995 and 2000 Benattia Zerrougui was detained most of the time in the Tiaret military sector, apart from when he was held in Oran.
وحسب ما حصلت عليه الأسرة من معلومات، احتُجز بنعطية زروقي معظم الوقت بين عامي 1995 و2000، في الدائرة العسكرية لتيارت، باستثناء فترات احتجازه في وهران.

2.6 During 1995, Benattia Zerrougui's wife and mother wrote several letters to various institutions.

6.4 Between 1995 and 2000, the family never received any official information about Benattia Zerrougui's fate.
6-4 وفي الفترة بين عامي 1995 و2000، لم تتلق الأسرة قطّ معلومات رسمية عن مصير بنعطية زروقي.

Accordingly, the Committee considers that the examination of Benattia Zerrougui's case by the Working Group on Enforced or Involuntary Disappearances does not render it inadmissible under this provision.
وهكذا، ترى اللجنة أن نظر الفريق العامل المعني بحالات الاختفاء القسري أو غير الطوعي في قضية بنعطية زروقي لا يجعل البلاغ غير مقبول بمقتضى هذه المادة.

In the case at hand, the Committee notes that the State party has produced no evidence to indicate that it has fulfilled its obligation to protect Benattia Zerrougui's life.

8.6 The Committee also takes note of the anguish and distress caused to the author by Benattia Zerrougui's disappearance.
