Mr. Bangura (Sierra Leone), speaking as Acting Chairman of the Special Committee and referring to his statement in the general debate in the Fourth Committee on the question of decolonization, said that the Special Committee had a clear mandate with respect to the Non-Self-Governing Territories which it had faithfully and diligently fulfilled.

Ms. Bangura will focus on consolidating the gains made with regard to the five-point priority agenda established by her predecessor, namely to address impunity, empower war-affected women so that they seek redress and realize their rights, strengthen the political will to comprehensively address sexual violence, harmonize and scale up the international response and enhance understanding of sexual violence as a tactic and consequence of war.

12. While taking note with satisfaction of the decision in the case of the Public Prosecutor's Office v. Margis-Chef of the Gendarmerie Momo Bangoura and others, the Committee is concerned that most acts of torture and ill-treatment are not investigated or prosecuted and go unpunished.
