108. With regard to the transfer of functions and posts from the Department of Field Support to the Global Service Centre, the Department is exploring the use of outside expertise to train its staff on the conduct of cost-benefit analysis.

23. In view of what is stated in paragraphs 21 and 22 above, it is for the General Assembly, taking into account its previous decisions as well as justifications provided by the Secretary-General, to decide, with regard to the Secretary-General's various proposals described above, on the best way of proceeding with regard to the transfer of functions between duty stations.

As this relates to a transfer of functions from one location (Nairobi) to another, rather than to the concept of a regional centre, the proposal and justification are contained in the proposed support account budget for 2013/14.

25. As regards the process mapping exercise, the Advisory Committee believes that decisions on the transfer of functions should be based on an analysis that takes into account the projected associated costs and overheads, weighed against potential benefits, including savings and productivity and other qualitative gains, which would clearly demonstrate the advantage of placing certain functions at the Centre.

25. With respect to the resources related to the transfer of functions from OIOS (para. 19 above), 1 P-4 post and 1 General Service (Principal level) post would be transferred to the Results Management Section for monitoring, including the preparation of the programme performance report.

7. The Centre is moving beyond the four pilot projects and is currently undertaking the transition of functions and resources from its stakeholder missions.

The Secretary-General states that the four pilot projects of phase I have achieved results in terms of cost reductions, improved productivity and efficiency, and that the Centre is undertaking the transition of functions and resources from its stakeholder missions (A/66/591/Add.1, paras. 6 and 7).
