After assuming power in 1999, His Majesty King Hamad bin Issa Al Khalifa held a series of meetings with various national popular groupings and civil sectors in the country, which resulted in the formulation of a document, entitled the " National Action Charter " (NAC). This was approved by a majority of 98.4 per cent of all sections of the Bahraini people in a general referendum held in 2001.
