1. The present report is a personal account by the Chairperson of the work carried out by the Sub-Commission in 2002, submitted in conformity with the request of the Commission in resolution 2002/66.

The Economic and Social Council, taking note of Commission on Human Rights resolution 1994/43 of 4 March 1994 and of resolution 1993/28 of 25 August 1993 of the Sub-Commission on Prevention of Discrimination and Protection of Minorities, endorses the requests by the Sub-Commission:

It contains information on the activities carried out in 2012 by the Subcommittee on Accreditation of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights in considering and reviewing applications for accreditation and re-accreditation of national human rights institutions.
وهو يتضمّن معلومات عن الأنشطة التي اضطلعت بها اللجنة الفرعية المعنية بالاعتماد التابعة للجنة التنسيق الدولية للمؤسسات الوطنية لتعزيز وحماية حقوق الإنسان في عام 2012، فيما يتعلق بالنظر في طلبات اعتماد المؤسسات الوطنية لحقوق الإنسان وطلبات إعادة اعتمادها، وباستعراض هذه الطلبات.

25. With the support of OHCHR, the accreditation process carried out by the Subcommittee on Accreditation has become more rigorous, fair and transparent.
25- غدت عملية الاعتماد التي تقوم بها اللجنة الفرعية المعنية بالاعتماد أكثر صرامة، وإنصافاً وشفافية، بدعم من المفوضية السامية لحقوق الإنسان.

49. The need for continuity of staffing and for a core secretariat team arises from the Subcommittee's unique mandate and the nature of its work.
إن الحاجة إلى استمرارية ملاك الموظفين وإلى فريق أساسي في الأمانة نابعة من الولاية الفريدة التي تضطلع بها اللجنة الفرعية ومن طبيعة عملها.

7. Visits by the SPT are intended in this way to examine the prison system and other public agencies with detention authority, with the aim of identifying gaps in the protection of the persons concerned and of determining, where appropriate, the safeguards needed to strengthen the system.
7- وبهذه الطريقة، يكون الغرض من الزيارات التي تقوم بها اللجنة الفرعية هو دراسة نظام السجون والهيئات العامة الأخرى التي لديها سلطة احتجاز الأشخاص، وذلك بهدف تحديد الثغرات القائمة فيما يتصل بتوفير الحماية للأشخاص المعنيين والقيام، عند الاقتضاء، بتحديد الضمانات اللازمة لتعزيز النظام.

Reminders were also sent to States parties that have not yet provided replies to the Subcommittee visit reports.
ووُجهت أيضاً رسائل تذكير إلى الدول الأطراف التي لم تقدم بعد ردوداً على تقارير الزيارات التي قامت بها اللجنة الفرعية.

23. An innovation in follow-up dialogue occurred at the seventeenth session of the Subcommittee, when the Subcommittee held a private meeting with the Mexican authorities on the State party's reply to the Subcommittee visit report.
23- ولأول مرة تم إحراز تقدم في حوار المتابعة في الدورة السابعة عشرة للجنة الفرعية، عندما اجتمعت هذه الأخيرة مع السلطات المكسيكية بشأن رد الدولة الطرف على تقرير الزيارة التي قامت بها اللجنة الفرعية.

Second, there is a need to expand the range of follow-up activities with those States which have already received a visit from the Subcommittee, in order to enhance the intensity and effectiveness of the preventive dialogue with them.
ثانياً، هناك حاجة إلى تكثيف أنشطة المتابعة التي تقوم بها اللجنة الفرعية مع الدول التي زارتها بغية توسيع نطاق الحوار الوقائي القائم بين اللجنة الفرعية وهذه الدول وزيادة فعاليته.
