The principal constraints impacting the human rights environment in the Bahamas are firstly, the constitutional requirement for a referendum to amend offending provisions of the Constitution which discriminate against women; and secondly, the strong opposition among the Bahamian people for the abolition of capital punishment.

The Government of the Bahamas wishes to inform the Committee that since accession to the Convention, the Government of the Bahamas has implemented significant structural changes that should improve its ability to enhance its human rights environment; and in particular ensuring equality for all women in the country.

The Special Rapporteur was very encouraged by the openness of the Government towards gaining a better understanding of the right to food. He was encouraged by improvements in the human rights environment and the monitoring of economic, social and cultural rights by the National Human Rights Commission. He was also encouraged by government policies and progress being made in addressing issues of food availability and food safety.

The army and police will be key institutions in this respect, and progress in the overall disarmament, demobilization and reintegration and security sector reform effort (see para. 27 above) will help to promote an improved human rights environment, economic development and the ability of the Government to enhance its authority and legitimacy.

73. In Afghanistan, the Human Rights Unit, together with the Kunar Police, is implementing from November 2006 to February 2007 a police monitoring project aimed at monitoring compliance by the district police with human rights standards and the human rights environment in 11 Kunar districts.
