Each Side shall promptly notify the Special Representative in writing of the name of its representative designated in accordance with paragraph 3 of the Programme of Action on Confidence-building between the Georgian and Abkhaz sides.

4. The seventh session of the Coordinating Council of the Georgian and Abkhaz sides, chaired by my Special Representative, was held at Tbilisi on 11 February 1999.
٤ - وعقدت في تبليسي في ١١ شباط/فبراير ١٩٩٩ الدورة السابعة لمجلس التنسيق بين الجانبين الجورجي واﻷبخازي برئاسة ممثلي الخاص.

3. During the period under review, UNOMIG continued its efforts to prevent escalation of tensions, maintain stability and facilitate dialogue between the Georgian and Abkhaz sides.
3 - خلال الفترة المشمولة بالاستعراض، واصلت البعثة جهودها الرامية إلى منع تصاعد التوترات، والإبقاء على الاستقرار وتسهيل الحوار بين الجانبين الجورجي والأبخازي.

18. On 20 September, an armed clash between the Georgian and Abkhaz sides took place outside the zone of conflict.
18 - وفي 20 أيلول/سبتمبر، حدث صدام مسلح بين الجانبين الجورجي والأبخازي خارج منطقة الصراع.

The respective ministries were instructed to inform the Abkhaz side about the new initiative and facilitate intensification of direct links between the Georgian and Abkhaz sides.

28. There is a regrettable lack of progress on the initiation of political status negotiations between the Georgian and Abkhaz sides.

3. During the reporting period, UNOMIG continued its efforts to maintain stability in the zone of conflict, help prevent the escalation of tensions and facilitate dialogue between the Georgian and Abkhaz sides.
3 - خلال الفترة المشمولة بالتقرير، واصلت البعثة جهودها الرامية إلى الحفاظ على الاستقرار في منطقة الصراع والحد من تصعيد التوترات وتيسير الحوار بين الجانبين الجورجي والأبخازي.

" The Council welcomes the acceleration of bilateral contacts at all levels between the Georgian and Abkhaz sides and calls upon them to continue to expand their contacts.

On the basis of the above, the Sides agreed to adopt the Programme of Action on Confidence-building between the Georgian and Abkhaz sides.

7. Meanwhile, my Special Representative and UNOMIG continue to provide good offices and substantial logistical support for a wide array of concrete cooperation projects between the Georgian and Abkhaz sides.

17. Humanitarian agencies welcomed the concluding statement of the results of the second meeting of the Georgian and Abkhaz sides, held at Geneva from 23 to 25 July 1998 (see S/1998/647/Add.1, annex), in which the two sides inter alia recommitted themselves to ensuring the freedom of movement and security of humanitarian aid workers.
١٧ - ورحبت الوكالات اﻹنسانية بالبيان الختامي عن نتائج الاجتماع الثاني بين الجانبين الجورجي واﻷبخازي المعقود في جنيف في الفترة من ٢٣ إلى ٢٥ تموز/يوليه ١٩٩٨ )انظر S/1998/647 و Add.1، المرفق(، الذي التزم فيه الجانبان من جديد، في جملة أمور، بضمان حركة وأمن العاملين في تقديم المعونة اﻹنسانية.

In order to prevent such an occurrence and to resume the peace talks, my Special Representative decided urgently to convene the sixth session of the Coordinating Council of the Georgian and Abkhaz sides. The meeting, which was held from 17 to 18 December 1998, took place, exceptionally, at Geneva, as the Abkhaz side refused to travel to Tbilisi where it was supposed to have taken place.

The absence of confidence between the Georgian and the Abkhaz sides stands in the way of a renewal of political dialogue.
