18. It has been observed that, in spite of the numerous studies and communications that have clearly elucidated the interlinkages that exist between land degradation and the focal areas of the GEF, UNCCD stakeholders still have difficulty in obtaining GEF resources to finance activities initiated in the UNCCD process.
18- وقد لوحظ أنه، برغم الدراسات والبلاغات العديدة التي شرحت بوضوح الروابط الموجودة بين تدهور التربة ومجالات عمل المرفق المركزية، لا تزال الأطراف في الاتفاقية، ذات المصلحة، تجد صعوبة في الحصول على موارد من المرفق لتمويل أنشطة شُرع فيها في عملية الاتفاقية.

16. The GEF/STAP continued its work on interlinkages between land degradation and its four focal areas by organizing a Workshop on Land Degradation Interlinkages in Bologna, Italy, in mid-June 1999, taking into account the developments after the 1996 Dakar workshop.
16- وواصل المرفق مع فريق الخبراء الاستشاري العلمي والتقني أعماله بشأن الروابط المتبادلة بين تدهور التربة ومجالات عمله المركزية الأربعة بتنظيمه حلقة عمل بشأن الروابط المتبادلة لتدهور التربة، في بولونيا بإيطاليا، في أواسط حزيران/يونيه 1999، آخذا في الاعتبار التطورات الحاصلة بعد حلقة العمل المعقودة في داكار في عام 1996.

The report of the Panel, entitled " UNCCD: a Useful Tool for Sustainable Development and Poverty Alleviation " , highlighted the complex relationship between land degradation and poverty, and suggests that the implementation of the Convention can have a significant positive impact in rural poverty reduction and environmental degradation, forced migration, and prevention of conflicts over scarce resources.

3. In future, an effort should be made to establish linkages between soil degradation and climate change in country programmes of action formulated under the United Nations Convention to Combat Desertification and the United Nations Framework Convention on Climate Change.
٣ - وذكر أنه في المستقبل، ينبغي بذل جهد لتحديد الصلات بين تدهور التربة وتغير المناخ في برامج العمل القطرية الموضوعة في إطار اتفاقية اﻷمم المتحدة لمكافحة التصحر واتفاقية اﻷمم المتحدة اﻹطارية بشأن تغير المناخ.
