It should be recalled that General Assembly resolution 57/63 explicitly calls on States parties to the relevant instruments on weapons of mass destruction to consult and cooperate among themselves in resolving their concerns with regard to cases of non-compliance.
ومن المهم التذكير بأن القرار 57/63 ينص صراحة على أن الدول الأطراف في الصكوك ذات الصلة المتعلقة بأسلحة الدمار الشامل يجب أن تتشاور وتتعاون فيما بينها لحل مشاكلها فيما يتعلق بحالات عدم الامتثال.

6. With regard to the issue of non-compliance, this resolution suggests that States party to the relevant instruments on weapons of mass destruction should consult and cooperate among themselves in cases of non-compliance and concerns about implementation.
6 - وفيما يتعلق بمسألة عدم الامتثال، يشير هذا القرار إلى أن الدول الأطراف في الصكوك ذات الصلة بأسلحة الدمار الشامل ينبغي لها أن تتشاور وتتعاون فيما بينها لمعالجة شواغلها فيما يتعلق بحالات عدم الامتثال لهذه الصكوك ولتنفيذها.

4. The High Contracting Parties undertake to consult each other and to cooperate with each other through the Compliance mechanism of the Convention, bilaterally, through the Secretary-General of the United Nations or through other appropriate international procedures, to resolve any problems that may arise with regard to the interpretation and application of the provisions of this Protocol.
4- تتعهد الأطراف المتعاقدة السامية بأن تتشاور وتتعاون فيما بينها عن طريق آلية مراقبة الامتثال للاتفاقية، أو ضمن إطار ثنائي، أو عن طريق الأمين العام للأمم المتحدة، أو عن طريق إجراءات دولية مناسبة أخرى، من أجل حل أية مشاكل قد تنشأ فيما يتعلق بتفسير وتطبيق أحكام هذا البروتوكول.

4. The High Contracting Parties undertake to consult each other and to cooperate with each other bilaterally, through the Secretary-General of the United Nations or through other appropriate international procedures, to resolve any problems that may arise with regard to the interpretation and application of the provisions of this Protocol.
4- تتعهد الأطراف المتعاقدة السامية بأن تتشاور وتتعاون فيما بينها، في إطار ثنائي أو عن طريق الأمين العام للأمم المتحدة أو عن طريق إجراءات دولية مناسبة أخرى، من أجل حل أية مشاكل قد تنشأ فيما يتعلق بتفسير وتطبيق أحكام هذا البروتوكول.

The States Parties to this Convention undertake to consult one another and to cooperate in solving any problems which may arise in relation to the objective of, or in the application of the provisions of, the Convention.
تتعد الدول الأطراف في هذه الاتفاقية بأن تتشاور وتتعاون فيما بينها لحل المشاكل التي قد تطرأ فيما يتعلق بهدف الاتفاقية وتطبيق أحكامها.

4- تتعهد الأطراف المتعاقدة السامية بأن تتشاور وتتعاون فيما بينها على صعيد ثنائي عن طريق الأمين العام للأمم المتحدة أو عن طريق إجراءات دولية مناسبة أخرى، من أجل حل أي مشاكل قد تنشأ فيما يتعلق بتفسير وتطبيق أحكام هذا البروتوكول.

It is therefore essential for the States parties to the relevant disarmament, arms-regulation and non-proliferation instruments to consult one another and to cooperate as far as possible in resolving those concerns, refraining from resorting or threatening to resort to unilateral measures to settle them and from making unverified charges of non-compliance.
ولذا بات من المهم بمكان للدول الأطراف في الصكوك ذات الصلة المتعلقة بنزع السلاح وتحديد الأسلحة وعدم الانتشار أن تتشاور وتتعاون حيثما أمكن بهدف إيجاد حل لهذه الشواغل مع الامتناع عن اللجوء إلى التدابير الأحادية أو التهديد باللجوء إليها لحلها والإقلاع عن توجيه التهم بعدم الامتثال دون تحقق.

The Subcommittee and the bodies established on the basis of such regional mechanisms shall consult and cooperate in order to promote effectively the objectives of the present Protocol and avoid any duplication of work.
ويجب على اللجنة الفرعية وعلى الهيئات المنشأة بالاستناد إلى مثل هذه الآليات الإقليمية أن تتشاور وتتعاون من أجل النهوض الفعلي بأهداف هذا البروتوكول وتفادي الازدواجية في العمل.
