A State or an international organization is entitled as an injured State or an injured international organization to invoke the responsibility of another international organization if the obligation breached is owed to:

It would only have the effect of making it impossible for the objecting State to invoke the responsibility of the reserving State for breaches of the treaty, so that it might for that reason decide to refrain from objecting.

1. An injured State may not invoke the responsibility of an international organization if the claim is not brought in accordance with any applicable rule relating to nationality of claims.
1- لا يجوز للدولة المضرورة أن تحتج بمسؤولية منظمة دولية إذا لم يقدَّم الطلب وفقاً للقواعد الواجبة التطبيق فيما يتعلق بجنسية الطلبات.

2. A State other than an injured State is entitled to invoke the responsibility of an international organization in accordance with paragraph 4 if the obligation breached is owed to the international community as a whole.

2. Any State entitled to invoke responsibility under paragraph 1 may claim from the responsible State:

Unlike the injured State which can, by invoking the responsibility of the State which has committed the internationally wrongful act, seek reparation for the damage it has suffered, a State which has a legal interest, can only demand the cessation of the internationally wrongful act when invoking the responsibility of the State which has violated the obligation.
وخلافا للدولة المضرورة التي يجوز، من خلال الاحتجاج بمسؤولية الدولة المرتكبة للفعل غير المشروع دوليا، أن تطالب بجبر الضرر الذي لحقها، فإن الدولة ذات المصلحة القانونية، عندما تحتج بمسؤولية الدولة التي انتهكت الالتزام، لا يجوز لها أن تطالب إلا بالكف عن الفعل غير المشروع دوليا.

The State invoking responsibility under article 48 would not be acting in its individual capacity by reason of having suffered injury but in its capacity as a member of a group of States to which the obligation is owed, or indeed as a member of the international community as a whole.
والدولة التي تحتج بمسؤولية بموجب المادة 48 لا تتصرف بصفتها الفردية بسبب تضررها ولكن بصفتها عضواً من أعضاء مجموعة من الدول يكون الالتزام واجباً تجاهها، أو بوصفها عضواً من أعضاء المجتمع الدولي ككل(15).
