173. Unfortunately, it must be said that in the territories occupied by Armenia, Azerbaijan is not in a position to honour the international human rights obligations it has undertaken.
173- وللأسف، لا بد من القول إن أذربيجان ليست في وضع يمكنها من الوفاء بالالتزامات الدولية التي تعهدت بها فيما يتعلق بحقوق الإنسان في الأراضي التي تحتلها أرمينيا.

٣ - في مقاطعة لاشين )المتاخمة لجمهورية أرمينيا ومنطقة ناغورني كاراباخ التابعة لجمهورية أذربيجان والتي تحتلها أرمينيا( ما مجموعه ١٢٣ منطقة مأهولة يقارب مجموع سكانها ٠٠٠ ٥٠ نسمة.

4. In the Kelbajar district (bordering on the Republic of Armenia and the Nagorny Karabakh area of the Azerbaijani Republic occupied by Armenia) there is a total of 148 populated areas with an overall population of approximately 68,000 persons.
٤ - في مقاطعة كلباجار )المتاخمة لجمهورية أرمينيا ومنطقة ناغورني كاراباخ التابعة لجمهورية أذربيجان والتي تحتلها أرمينيا( يوجد ما مجموعه ١٤٨ منطقة مأهولة يقارب مجموع سكانها ٠٠٠ ٦٨ شخص.

5. In the Kubatlin district (bordering on the Republic of Armenia and the Nagorny Karabakh area of the Azerbaijani Republic occupied by Armenia) the village of Eivazli, with a population of 78 persons, was captured.
٥ - في مقاطعة كوباتلين )المتاخمة لجمهورية أرمينيا ومنطقة ناغورني كاراباخ التابعة لجمهورية أذربيجان والتي تحتلها أرمينيا( استُولي على قرية إيفازلي، التي يبلغ عدد سكانها ٧٨ شخصا.
