33. Governments should enter into multilateral agreements to assist their law enforcement agencies in establishing formal networks and procedures to facilitate exchange of information, provision of operational support and use of special investigative techniques. Issue 3.
33- ينبغي أن تبرم الحكومات اتفاقات متعددة الأطراف من أجل مساعدة أجهزتها المعنية بإنفاذ القوانين على إقامة شبكات رسمية واتخاذ إجراءات رسمية بغية تيسير تبادل المعلومات وتقديم الدعم العملياتي واستخدام تقنيات تحرّ خاصة.

The other country had no specific agreement but could use special investigative techniques within the regular police cooperation mechanisms such as the Southern African Regional Police Chiefs Cooperation Organization or INTERPOL.
وليس لدى البلد الآخر اتفاق محدد، إلاَّ أنه استطاع استخدام أساليب تحرّ خاصة في إطار آليات التعاون العادية بين أجهزة الشرطة من قبيل منظمة التعاون الإقليمي بين رؤساء الشرطة في الجنوب الأفريقي أو الإنتربول.

Paragraph 1 foresees that States shall take such measures as may be necessary to allow for the appropriate use by their competent authorities of controlled delivery and, where they deem appropriate, other special investigative techniques, such as electronic or other forms of surveillance and undercover operations within their territories, and to allow for the admissibility in court of evidence derived therefrom.
وتنص الفقرة 1 على أن تقوم الدول باتخاذ ما قد يلزم من تدابير لتمكين سلطاتها المختصة من استخدام أسلوب التسليم المراقب على النحو المناسب وكذلك، حيثما تراه مناسبا، اتباع أساليب تحرّ خاصة كالترصد الالكتروني وغيره من أشكال الترصد والعمليات السرية، استخداما مناسبا داخل إقليمها، وكذلك لقبول المحاكم ما يستمد من تلك الأساليب من أدلة.

Eastern Europe was also the only region in which some country reports contained reference to further special investigative techniques or more specific forms of the three techniques already mentioned (see below).
وكانت أوروبا الشرقية أيضا هي المنطقة الوحيدة التي وردت في بعض من تقاريرها القطرية إشارة إلى أساليب تحرّ خاصة أخرى أو إلى أشكال أكثر تحديدا من الأساليب الثلاثة التي سبق ذكرها (انظر أدناه).

(a) Providing training for judges, judicial officials, prosecutors and law enforcement officials to promote their understanding of processes and mechanisms available for disbanding criminal organizations, including training in the use of special investigative techniques for the rescue of kidnapped persons, bearing in mind the particular need to safeguard and protect victims of kidnapping;

(c) To implement fully all the provisions of the Organized Crime Convention related to international cooperation, giving special attention to, inter alia, the possibility of developing joint investigative bodies, with full respect for the sovereignty of States (article 19), special investigative techniques in the context of cooperation at the international level (article 20) and international cooperation for purposes of confiscation (article 13);
