ومطلوب من جميع الدول المعنية، لا سيما الدول الحائزة للسلاح النووي، القيام بمفاوضات جدية وذات معنى للتعجيل بتحقيق تخفيضات كبيرة أخرى من مخزونها النووي كخطوة نحو القضاء نهائيا على اﻷسلحة النووية.

While taking note of the positive signals by the United States and the Russian Federation on their negotiations on the replacement of the Strategic Arms Reduction Treaty (START I), which is due to expire by the end of 2009, the Heads of State and Government urged them to conclude such negotiations urgently in order to achieve further deep cuts in their strategic and tactical nuclear weapons.
وفي معرض الإحاطة بالإشارات الايجابية من جانب الولايات المتحدة والاتحاد الروسي حول المفاوضات المتعلقة باستبدال معاهدة خفض الأسلحة الاستراتيجية (ستارت 1) التي من المقرر أن ينتهي العمل بها في نهاية عام 2009، حث رؤساء الدول والحكومات هاتين الدولتين على التعجيل بإنهاء هذه المفاوضات من أجل إجراء تخفيضات كبيرة أخرى في أسلحتهما النووية الاستراتيجية والتكتيكية.

The Committee was further informed that, while the Mission would continue to optimize its air and ground transportation operations, further significant reductions would be difficult to achieve in those cost categories, given the poor road infrastructure in the country and the resulting need to use air assets to reach rural areas.
وأُبلغت اللجنة أيضا بأنه سيكون من الصعب تحقيق تخفيضات كبيرة أخرى في فئات التكاليف هذه رغم مواصلة البعثة الإفادة إلى أقصى حد من عملياتها في مجال النقل الجوي والبري، نظرا إلى ضعف البنية الأساسية للطرق في البلد وما ينتج عن ذلك من حاجة لاستخدام العتاد الجوي للوصول إلى المناطق الريفية.
