Urge all those involved in the implementation process to undertake urgent and effective measures to stop the tendency of ethnic partition of the State of Bosnia and Herzegovina and draw the attention of the international community to the serious threat to the stability of the entire Balkan region as a result of the prevailing tendency to support ethnic instead of democratic forces;
٩ - يحث جميع الجهات المشتركة في عملية التنفيذ على اتخاذ تدابير عاجلة وفعالة لوقف نزعة التقسيم العرقي لدولة البوسنة والهرسك، ويوجهون انتباه المجتمع الدولي إلى التهديد الخطير الذي يتعرض له استقرار منطقة البلقان بأسرها نتيجة للنزعة السائدة إلى مساندة القوى العرقية بدلا من القوى الديمقراطية؛

The State party should take urgent and effective measures to stop the use of all forms of torture and cruel, inhuman or degrading treatment or punishment, and to ensure prompt, thorough, and impartial investigations by an independent mechanism into all allegations of torture and ill-treatment, prosecute and punish perpetrators, and provide effective remedies and rehabilitation to the victims.
ينبغي للدولة الطرف أن تتخذ تدابير عاجلة وفعالة لوقف اللجوء إلى جميع أشكال التعذيب والمعاملة السيئة أو العقوبة القاسية أو اللاإنسانية أو المهينة وأن تكفل قيام آلية مستقلة بإجراء تحقيقات سريعة وشاملة ومحايدة في جميع ادعاءات التعذيب وسوء المعاملة، ومقاضاة مرتكبي هذه الأفعال ومعاقبتهم وتوفير سبل انتصاف فعالة للضحايا وإعادة تأهيلهم.

The Committee recommended that the State take urgent and effective measures to stop the use of all forms of torture and cruel, inhuman or degrading treatment or punishment, and ensure prompt, thorough and impartial investigations by an independent mechanism into all allegations of torture and ill-treatment, prosecute and punish perpetrators, and provide effective remedies.
وأوصت اللجنة الدولة باتخاذ تدابير عاجلة وفعالة لوقف اللجوء إلى جميع أشكال التعذيب وسوء المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة وأن تكفل قيام آلية مستقلة بإجراء تحقيقات سريعة وشاملة ومحايدة في جميع ادعاءات التعذيب وسوء المعاملة، ومقاضاة مرتكبي هذه الأفعال ومعاقبتهم وتوفير سبل انتصاف فعالة للضحايا(49).
