2- يجوز لممثلي هذه المنظمات الإدلاء في الجلسات العامة ببيانات شفوية بشأن المسائل التي تدخل في ميدان اختصاصها بناء على دعوة من عضو المكتب القائم برئاسة الهيئة المعنية ورهناً بموافقة تلك الهيئة.
