وعلى الدول المعنية أن تتخذ الخطوات اللازمة، بما فيها إجراء تحقيق شامل في ما يتعلق بالقضايا التي تدخل في نطاق ولايتها القضائية وأن تُطلع المنظمة على التقدم المحرز والنتيجة التي تؤول إليها هذه القضايا.

States of nationality should to take the necessary steps with regard to investigation and prosecution and inform the Organization of their findings on cases within their jurisdiction.
وينبغي أن تتخذ الدول التي يحمل الموظفون جنسياتها الخطوات اللازمة فيما يختص بالتحقيقات والمحاكمات، وأن تبلغ المنظمة بما تتوصل إليه في الحالات التي تدخل في نطاق ولايتها القضائية.

∙ States have the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or areas beyond the limits of national jurisdiction;
● تقع على عاتق الدول مسؤولية ضمان ألا تسبب اﻷنشطة التي تدخل في نطاق ولايتها أو سيطرتها أضراراً لبيئة دول أخرى أو لمناطق واقعة خارج حدود ولايتها الوطنية؛

1. In conformity with article 38, subparagraph (a), of the Convention, the specialized agencies and other United Nations organs may be represented at the consideration of the implementation of such provisions of the Convention as fall within the scope of their mandate.
1- يحق للوكالات المتخصصة وأجهزة الأمم المتحدة الأخرى، وفقاً للفقرة الفرعية (أ) من المادة 38 من الاتفاقية، أن تكون ممثلة عند النظر في مدى تنفيذ أحكام الاتفاقية التي تدخل في نطاق ولايتها.

States shall also cooperate in an expeditious and more determined manner to develop further international law regarding liability and compensation for adverse effects of environmental damage caused by activities within their jurisdiction or control to areas beyond their jurisdiction.
وتتعاون الدول أيضا، على وجه السرعة وبمزيد من التصميم، في زيادة تطوير القانون الدولي بشأن المسؤولية والتعويض عن اﻵثار السلبية لﻷضرار البيئية التي تلحق بمناطق خارج ولايتها من جراء أنشطة تدخل في نطاق ولايتها أو سيطرتها.

The same Principle adds, however, that States also have " the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or areas beyond the limits of national jurisdiction " .
ولكن المبدأ نفسه يضيف أيضا أن الدول " مسؤولة عن ضمان ألا تتسبب اﻷنشطة التي تدخل في نطاق ولايتها أو سيطرتها أضرارا لبيئة دول أخرى أو لمناطق واقعة خارج حدود ولايتها الوطنية " .

(d) States have the responsibility to ensure that activities within their jurisdiction do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction;

2. Calls upon States to ensure accountability through the conduct of impartial, speedy and effective investigations into attacks against persons with albinism falling within their jurisdiction, and to bring those responsible to justice, and to ensure that victims and family members have access to appropriate remedies;
2- يهيب بالدول أن تضمن المساءلة بإجراء تحقيقات نزيهة وسريعة وفعالة في الاعتداءات على الأشخاص المصابين بالمهق التي تدخل في نطاق ولايتها وتقديم المسؤولين عنها إلى العدالة وضمان حصول الضحايا وأفراد أسرهم على سبل انتصاف ملائمة؛

(a) Intergovernmental and non-governmental organizations, in consultative status with the Economic and Social Council, and other invited multilateral organizations, shall be entitled to be represented at the consideration of the implementation of such provisions of the present Convention as fall within the scope of their mandate.
)أ( يحق للمنظمات الحكومية الدولية والمنظمات غير الحكومية، ذات المركز الاستشاري لدى المجلس الاقتصادي والاجتماعي، وغيرها من المنظمات المتعددة اﻷطراف المدعوة، أن تكون ممثلة عند النظر في تنفيذ اﻷحكام التي تدخل في نطاق ولايتها من بين أحكام هذه الاتفاقية.

The Office of the High Commissioner will, therefore, continue to place particular emphasis on the promotion and strengthening of the rule of law in its technical cooperation programme as well as in other activities falling within its mandate and within available resources.
