As decided in resolution 63/124, States concerned should take into account the provisions of the draft articles when negotiating appropriate bilateral or regional arrangements for the proper management of transboundary aquifers.

48. She endorsed the Commission's recommendation that the draft articles should be annexed to a resolution of the General Assembly and that States concerned should make appropriate bilateral or regional arrangements for their transboundary aquifers on the basis of the principles enunciated in them.

53. Rather than prematurely discussing the drafting of a convention, it would be more appropriate to continue the approach set out in General Assembly resolutions 63/124 and 66/104, whereby States were encouraged to make appropriate bilateral or regional arrangements for the proper management of their transboundary aquifers, taking into account the provisions of the draft articles.
53 - وذكر أنه بدلا من مناقشة صياغة اتفاقية قبل الأوان، سيكون من الأنسب مواصلة اتباع النهج المبين في قراري الجمعية العامة 63/124 و 66/104، اللذين يشجعان الدول على اتخاذ ترتيبات ثنائية أو إقليمية مناسبة للإدارة السليمة لطبقات المياه الجوفية العابرة لحدودها، مع مراعاة أحكام مشاريع المواد.

By the terms of the draft resolution, the General Assembly would, inter alia, further encourage the States concerned to make appropriate bilateral or regional arrangements for the proper management of their transboundary aquifers, taking into account the provisions of the draft articles annexed to its resolution 63/124.

The draft resolution, inter alia, took note of the draft articles on the law of transboundary aquifers and commended them to the attention of Governments without prejudice to their future adoption; encouraged States to make appropriate bilateral or regional arrangements taking into account the provisions of the draft articles; and decided to include an agenda item on the topic at the sixty-sixth session.
وذكر أن مشروع القرار تضمن جملة أمور منها الإحاطة علما بمشاريع المواد بشأن قانون طبقات المياه الجوفية العابرة للحدود. وهو يوجه انتباه الحكومات إليها دون أن يؤثر ذلك على اعتمادها في المستقبل. وشجع الدول على اتخاذ ترتيبات ثنائية أو إقليمية مناسبة مع مراعاة أحكام مشاريع المواد؛ وقرر إدراج بند في جدول الأعمال بشأن الموضوع في الدورة السادسة والستين.

A new paragraph 1, based on paragraph 5 of General Assembly resolution 63/124, with slight modifications, would read as follows: " Further encourages the States concerned to make appropriate bilateral or regional arrangements for the proper management of their transboundary aquifers, taking into account the provisions of the draft articles annexed to its resolution 63/124; " .
وتُغير الفقرة 1 بالاستناد إلى الفقرة 5 من قرار الجمعية العامة 63/124، مع إدخال تعديلات طفيفة، على النحو التالي: " تشجع مرة أخرى الدول المعنية على وضع ترتيبات ثنائية أو إقليمية مناسبة لإدارة طبقاتها من المياه الجوفية العابرة للحدود بصورة سليمة، مع مراعاة أحكام مشاريع المواد المرفقة بقرارها 63/124 " .
