١ - أسهمت التطورات اﻷخيرة في العلاقات الدولية، وبصفة خاصة في ميدان نزع السلاح وعدم الانتشار، في زيادة الجهود الهادفة إلى إنشاء مناطق خالية من اﻷسلحة النووية على أساس ترتيبات يجري التوصل إليها بحرية بين دول المنطقة المعنية، وفي زيادة الوعي بأهميتها في تعزيز بيئة استراتيجية أكثر استقرارا.

The Decision on Principles and Objectives for Nuclear Non-Proliferation and Disarmament of 1995 reaffirmed the conviction of States parties to the Treaty on the Non-Proliferation of Nuclear Weapons that the establishment of internationally recognized nuclear-weapon-free zones, on the basis of arrangements freely arrived at among the States of the region concerned, enhances global and regional peace and security.
