A crucial component common to most of these principal and supporting functions is that any future international arrangement and mechanism should also make provisions for an open and transparent participatory process that includes all stakeholders.

At its fourth session, the Forum is expected to adopt a report on its work to be submitted to the Commission on Sustainable Development at its eighth session, in April 2000, and to include a recommendation for further action and implementation of an international arrangement and mechanism on forests beyond the year 2000.
