It renewed the call for an international conference under the auspices of the United Nations to define terrorism and to distinguish it from the legitimate struggle of people under colonial or alien domination and foreign occupation for self-determination in accordance with the United Nations Charter and international law.

Agreement needed to be reached on a definition of terrorism, which should be in line with the Charter and international law and should make a distinction between acts of terrorism and the legitimate struggle of peoples under colonial or foreign occupation to achieve their inalienable right to self-determination, as set out in General Assembly resolution 46/51.
وأكد على ضرورة التوصل إلى اتفاق حول تعريف الإرهاب، وهو تعريف ينبغي أن يتماشى مع الميثاق والقانون الدولي، وينبغي أن يميز بين أفعال الإرهاب والكفاح المشروع للشعوب التي ترزح تحت نير الاستعمار أو الاحتلال الأجنبي من أجل تحقيق حقها غير القابل للتصرف في تقرير المصير، على النحو المبين في قرار الجمعية العامة 46/51.
