Although the report followed the guidelines, the Committee is of the view that the information in it was too concise, was too focused on legislation and administrative measures, failed fully to address the Committee’s concluding observations relating to the previous report of the State party, and did not sufficiently consider the extent to which residents benefited in practice from the protections promised in the Convention.
وعلى الرغم من أن التقرير أعد وفقا للمبادئ التوجيهية، فإن اللجنة ترى أن المعلومات الواردة فيه مقتضبة جدا، وركزت كثيرا على القانون والتدابير اﻹدارية، ولم يتناول البتة الملاحظات الختامية للجنة المتعلقة بالتقرير السابق للدولة الطرف، ولم يمعن النظر بصورة كافية في مدى استفادة المقيمين عمليا من الحماية التي تنص عليها الاتفاقية.

The Human Rights Committee, acting under article 5, paragraph 4, of the Optional Protocol to the International Covenant on Civil and Political Rights, is of the view that the information at its disposal discloses a violation by the State party of article 25 (b) of the Covenant, read in conjunction with article 2.
9- واللجنة المعنية بحقوق الإنسان، إذ تتصرف بموجب الفقرة 4 من المادة 5 من البروتوكول الاختياري للعهد الدولي الخاص بالحقوق المدنية والسياسية، ترى أن المعلومات المعروضة عليها تكشف عن انتهاك الدولة الطرف للمادة 25(ب) من العهد مقروءة بالاقتران مع المادة 2.

7.8 Although the author does not invoke article 14 of the Covenant, the Committee is of the opinion that the information before it regarding the first sentence handed down against Mohamed Hassan Aboussedra in 2004 raises issues under article 14, paragraphs 1 and paragraph 3 (a) to (d), of the Covenant.
7-8 ومع أن صاحب البلاغ لم يستظهر بالمادة 14 من العهد، فإن اللجنة ترى أن المعلومات المعروضة عليها بشأن الحكم الأول الذي صدر في حق محمد حسن أبوسدرة في عام 2004 تثير قضايا تتعلق بالفقرة 1 والفقرة 3 (أ - د) من المادة 14 من العهد.
