It reiterates that the registration of communications submitted by a third party (lawyers, other persons) on behalf of individuals claiming a violation of their rights constitutes an abuse of the Committee's mandate and of the right to submit a communication, in violation of article 3 of the Optional Protocol to the Covenant.
وكررت أن تسجيل البلاغات المقدمة من طرف ثالث (كالمحامين أو أشخاص آخرين) بالنيابة عن أفراد يدعون حدوث انتهاكات لحقوقهم يشكل إساءة استعمال لولاية اللجنة ولحق تقديم البلاغات، بالمخالفة للمادة 3 من البروتوكول الاختياري للعهد.

The Committee also notes the State party's observation that registration of communications submitted by a third party (lawyers, other persons) on behalf of individuals claiming a violation of their rights constitutes an abuse of the mandate of the Committee and of the right to submit a communication.
وتشير اللجنة أيضاً إلى ملاحظة الدولة الطرف من أن تسجيل البلاغات المقدمة من طرف ثالث (كالمحامين أو أشخاص آخرين) بالنيابة عن أفراد يدعون حدوث انتهاك لحقوقهم يعتبر سوء استعمال لولاية اللجنة وللحق في تقديم بلاغ.
