VI. Measures to encourage the payment of arrears 24. In its resolution 58/1 B, the General Assembly noted the decision of the Committee on Contributions to consider further at its sixty-fourth session the question of measures to encourage the payment of arrears and requested the Committee to report thereon to the General Assembly at its fifty-ninth session.

13. The ceiling rate, which had the largest distorting effect on the scale of assessments, had been reduced to 22 per cent in 2000 in order to facilitate the payment of arrears by one Member State and improve the financial situation of the United Nations at that time.
