Recalling that in its resolution 1993/38 on measures to prevent substances listed in Schedules III and IV of the 1971 Convention from being diverted from international trade into illicit channels, it invited Governments, inter alia, to exercise continuing vigilance to ensure that operations of brokers and transit operators are not used for the diversion of psychotropic substances into illicit channels,
وإذ يذكّر بأنه في قراره ٣٩٩١/٨٣ المتعلق باتخإذ تدابير لمنع تسريب المواد المدرجة في الجدولين الثالث والرابع من اتفاقية سنة ١٧٩١ من قنوات الاتجار الدولي إلى القنوات غير المشروعة، دعا الحكومات إلى جملة أمور، ومنها ممارسة اليقظة الدائمة بما يكفل عدم استعمال عمليات الوسطاء والعاملين في التجارة العابرة في تسريب المؤثرات العقلية إلى قنوات غير مشروعة؛

At the 45th meeting, on 23 July, the representative of the United States of America made a statement regarding draft resolution IV, entitled " Measures to combat diversion of psychotropic substances and to establish effective control over operations carried out by intermediaries in international trade of psychotropic substances " , recommended by the Commission on Narcotic Drugs (E/1996/27, chap. I, sect. A).
