تتعهد الدول اﻷطراف ، بغية القضاء على حوادث فقدان أو تسريب اﻷسلحة النارية والذخيرة والمعدات ذات الصلة ، بأن تتخذ التدابير اللازمة لضمان أمن اﻷسلحة النارية والذخيرة وسائر المعدات ذات الصلة التي تستورد الى أقاليمها أو تصدر منها أو تعبرها .

تتعهد الدول اﻷطراف ، بغية القضاء على حوادث فقدان أو تسريب اﻷسلحة النارية والذخيرة والمتجفرات والمعدات ذات الصلة ، بأن تتخذ التدابير اللازمة لضمان أمن اﻷسلحة النارية والذخيرة والمتفجرات وسائر المعدات ذات الصلة التي تستورد الى أقاليمها أو تصدر منها أو تعبرها .

٣١ - وشدد بعض الممثلين على أهمية أن يكون الترخيص بالعبور مستندا الى نفس المبادىء والترتيبات التي تتبع في حالة اجراءات التصدير والاستيراد ، وخصوصا بالنظر الى خطر تسريب اﻷسلحة النارية أثناء عبورها الى بلد ثالث .
