وهي تعتقد أن هذه المادة تنطبق على الحالة في تشتشنيا. حيث أدى استخدام اﻷسلحة من قبل المتقاتلين المسلحين إلى خسائر في اﻷرواح وسلب للحريات بالنسبة ﻷعداد كبيرة من اﻷشخاص، بغض النظر عن أن حالة الطوارئ لم تعلن رسمياً.

The Committee deplores the excessive and disproportionate use of force by Russian forces in Chechnya, indicating grave violation of human rights.
٩٨٣ - وتأسف اللجنة لفرط عدم التناسب في استخدام القوة من قبل القوات الروسية المبلﱠغ إلى اللجنة وفقاً لروايات عديدة لﻷحداث في تشتشنيا والتي توضح حدوث انتهاكات جسيمة لحقوق اﻹنسان.

The Committee, noting with appreciation the Government's assurances that ICRC will be granted access to all detention camps, urges that such access be granted immediately in the region of Chechnya and neighbouring republics, to allow ICRC not only to monitor the treatment of detainees but also to provide supplies and services.
٤٠٤ - واللجنة، إذ تلاحظ مع التقدير تأكيدات الحكومة بأن لجنة الصليب اﻷحمر الدولية سوف يتاح لها دخول جميع معسكرات الاحتجاز، تحث على إتاحة هذا الدخول فوراً في منطقة تشتشنيا والجمهوريات المجاورة، والسماح للجنة الصليب اﻷحمر الدولية ليس فقط برصد معاملة المحتجزين بل وأيضاً بتوفير اﻹمدادات والخدمات.

The Union hoped that stable political settlements could be reached in the conflicts in Chechnya, Tajikistan, Nagorny Karabakh and Abkhazia and called on all parties concerned to redouble their efforts in that respect.
وأعلن أن الاتحاد يأمل إمكان التوصل الى تسويات سياسية دائمة للنزاعات في تشتشنيا وطاجيكســتان وناغورني قره - باخ وأبخازيا، ودعا جميع اﻷطراف المعنية الى مضاعفة جهودها في هذا الصدد.

594. At the 44th meeting, on 27 February 1995, the Chairman, further to consultations, read out the following statement to indicate the Commission's consensus agreement in connection with the situation of human rights in Chechnya:
٥٩٤- قام رئيس اللجنة، في الجلسة ٤٤ المعقودة في ٧٢ شباط/فبراير ٥٩٩١، عقب مشاروات، بقراءة البيان التالي ﻹعلان ما أقرته اللجنة بتوافق اﻵراء بشأن حالة حقوق اﻹنسان في تشتشنيا:

" The Commission on Human Rights will continue to follow the development of the situation in the Republic of Chechnya and requests the Secretary-General to report on the situation of human rights in the Republic of Chechnya during its fifty-second session under the appropriate item of its agenda. "
وستواصل لجنة حقوق اﻹنسان متابعة تطور الحالة في جمهورية تشتشنيا، وترجو من اﻷمين العام أن يقدم تقريرا عن حالة حقوق اﻹنسان في جمهورية تشتشنيا أثناء انعقاد دورتها الثانية والخمسين في إطار بند جدول أعمالها المتعلق بذلك " .

In this connection, the Commission welcomes the decision adopted on 3 February 1995 by the Permanent Council of the OSCE after the report from the Personal Representative of the OSCE Chairman-in-Office for the Republic of Chechnya and urges the Russian Federation to cooperate constructively to further efforts within the framework of OSCE.
وترحب اللجنة في هذا الصدد بالمقرر الذي اعتمده المجلس الدائم لمنظمة اﻷمن والتعاون في أوروبا في ٣ شباط/فبراير ٥٩٩١ في ضوء التقرير الصادر عن الممثل الشخصي للرئيس الحالي عن جمهورية تشتشنيا لدى منظمة اﻷمن والتعاون في أوروبا، وتحث الاتحاد الروسي على التعاون البناء في سبيل تعزيز الجهود المبذولة في إطار المنظمة المذكورة.
