In this connection, the Committee recalls paragraph 12 of General Assembly resolution 60/254, in which the Assembly stressed the importance of ensuring the full implementation of the recommendations of oversight bodies and requested the Secretary-General to ensure that managers are held accountable for the delay or non-implementation of oversight recommendations.

58. In this connection, the Committee recalls paragraph 74 of its report A/56/887 and reiterates its view that there is a need for better planning for training of personnel and that the subjects covered in the training programmes should be tailored towards fulfilling the mandate of the Mission.

6.8 Moreover, the Committee recalls paragraph 2 of its general comment No. 8 and its jurisprudence, according to which the meaning of the term " promptly " in article 9, paragraph 3, must be determined on a case-by-case basis, but that delays should not exceed a few days.

In this regard, the Committee recalls paragraph 48 of General Assembly resolution 65/289, in which the Assembly stresses the need to evaluate the full range and overall cost efficiency of factors involved in air services, including fuel consumption, maintenance costs and safety and security considerations.

In this regard, the Committee recalls paragraph 56 of General Assembly resolution 65/289 and urges the Secretary-General to intensify efforts to ensure the full implementation of the United Nations policy of zero tolerance of sexual exploitation and abuse in peacekeeping operations.

In this connection, the Committee recalls paragraph VI.8 of its previous report,1 in which it expressed the opinion that the Secretary-General should have explained more clearly how the provisions of paragraphs 38 and 39 of General Assembly resolution 50/214 were being implemented.

On the question raised in the budget report concerning the enlargement of the Appeals Chamber by an additional two Judges (see A/55/512, paras. 21 and 22), the Committee recalls paragraph 3 of General Assembly resolution 54/240 B, in which the Assembly requested the Secretary-General to transmit to the Security Council the report of the Expert Group (A/54/634) and the note containing his comments (A/54/850).
