أن تنظر في تضييق مدى أي تحفظات تبديها على الصكوك الدولية لحقوق الإنسان، وأن تصوغ أي تحفظات بصورة دقيقة وضيقة قدر الإمكان، وأن تكفل أن أيا منها لا يتنافى مع موضوع المعاهدة ذات الصلة والغرض منها، وأن تستعرض بانتظام أي تحفظات بقصد سحبها().

And, in June 1993, the Vienna Declaration and Programme of Action encouraged States to consider limiting the extent of any reservations they lodged to international human rights instruments, to formulate any reservations as precisely and narrowly as possible, to ensure that none is incompatible with the object and purpose of the relevant treaty and to regularly review any reservations with a view to withdrawing them.
وشجع إعلان وبرنامج عمل فيينا الصادر في حزيران/يونيه ٣٩٩١ الدول على أن تنظر في تضييق نطاق التحفظات التي تبديها على صكوك حقوق اﻹنسان الدولية، وأن تصوغ أي تحفظات بصورة دقيقة وضيقة قدر اﻹمكان، وأن تكفل أن أيا منها لا يتنافى مع موضوع المعاهدة ذات الصلة والغرض منها، وأن تستعرض بانتظام أي تحفظات بغية سحبها.
