يجوز لأي دولة طرف في هذه الاتفاقية أن تعلن في أي وقت بموجب هذه المادة أنها تعترف باختصاص اللجنة بتلقي ودراسة بلاغات تفيد بأن دولة طرفا تدعي بأن دولة طرفا أخرى لا تفي بالتزاماتها بموجب الاتفاقية.

1- لأي دولة طرف في هذا البروتوكول أن تعلن في أي وقت بموجب هذه المادة أنها تعترف باختصاص اللجنة في تلقي رسائل تدعي فيها دولة طرف أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب العهد والنظر فيها.

The list of those States is contained in annex III. No complaint may be considered by the Committee if it concerns a State party to the Convention that has not recognized the Committee's competence under article 22.
وترد قائمة بهذه الدول في المرفق الثالث. ولا يجوز أن تنظر اللجنة في أية شكوى إذا كانت تتصل بدولة طرف في الاتفاقية لم تعترف باختصاص اللجنة بموجب المادة 22.

28. The Committee continues to discuss a strategy to encourage States to ratify the Convention and accept the optional mechanisms under articles 31 and 32, recognizing the competence of the Committee to receive individual and inter-State petitions.
