The Parties shall adopt, by [2005], binding provisions so that all Parties have quantitative greenhouse gas emissions obligations and so that there is a mechanism for automatic application of progressive greenhouse gas emissions obligations to Parties, based upon agreed criteria.
٣٩١- تعتمد اﻷطراف بحلول عام ]٥٠٠٢[، أحكاماً ملزمة لكي تكون على جميع اﻷطراف التزامات محددة كمياً بشأن انبعاثات غازات الدفيئة ولكي توجد آلية للتطبيق التلقائي لالتزامات تدريجية لﻷطراف فيما يتعلق بانبعاثات غازات الدفيئة، وذلك بالاستناد إلى معايير متفق عليها.

Pursuant to Article 4, Clause 2, paragraph (a) of the Convention on Climate Change, Parties shall adopt national policies and take corresponding measures on the mitigation of climate change, by limiting its anthropogenic emissions of greenhouse gases and protecting and enhancing its greenhouse gas sinks and reservoirs.

(b) The Annex I Parties shall adopt national policies and take corresponding measures to improve the efficiency of facilities providing low-temperature heat (for example heating boilers) and other small-scale combustion plants, taking account of Annex (...), as well as for the regular control of these installations, in principle;
)ب( تعتمد اﻷطراف المدرجة في المرفق اﻷول السياسات الوطنية وتتخذ التدابير المناظرة التي تكفل تحسين كفاءة المرافق التي توفر الحرارة المنخفضة الدرجة )مثلا مراجل التدفئة( وغيرها من منشآت الاحتراق المحدود النطاق مع مراعاة المرفق )...(، وكذلك مراقبة هذه المنشآت بانتظام، من حيث المبدأ؛

c)( The Annex I Parties shall adopt national policies and take corresponding measures to reduce gradually the average fuel consumption of newly licensed cars to 5 litres/100 km, as far as possible, and increase the efficiency of other means of transport;
)ج( تعتمد اﻷطراف المدرجة في المرفق اﻷول السياسات الوطنية وتتخذ التدابير المناظرة التي تكفل الخفض التدريجي لمتوسط ما تستهلكه من وقود السيارات الجديدة المرخص لها بحيث يصل، الـى ٥ لتـرات فـي اﻟ ٠٠١ كم، ما أمكن ذلك، وزيادة كفاءة وسائل النقل اﻷخرى؛

Two years have passed since the previous Conference, which was deemed to be successful. The NPT is proceeding on the right track, and we hope that all Parties adopt a responsible approach.
وقد انقضى عامان على المؤتمر السابق الذي اعتبر ناجحاً، كما أن معاهدة عدم انتشار الأسلحة النووية تسير على الطريق الصحيح، ونأمل أن تعتمد الأطراف كافة نهجاً مسؤولاً.
