To note with appreciation that 59 Parties to the Montreal Amendment to the Montreal Protocol have established import and export licensing systems, as required under the terms of the Amendment;

The Committee also noted, and the Meeting of the Parties agreed, that the Parties to the Montreal Amendment to the Montreal Protocol that have not yet established licensing systems are in non-compliance with the Montreal Protocol and can be subject to the non-compliance procedure under the Protocol.
