Introduction 1. In paragraph 61 of its resolution 1999/78 of 28 April 1999, the Commission on Human Rights inter alia invited United Nations bodies and mechanisms dealing with the question of racism, racial discrimination, xenophobia and related intolerance to participate actively in the preparatory process for the World Conference.
1- دعت لجنة حقوق الإنسان، في جملة من دعت في الفقرة 61 من قرارها 1999/78 المؤرخ 28 نيسان/أبريل 1999، هيئات وآليات الأمم المتحدة التي تتناول مسألة العنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب إلى المشاركة النشطة في العملية التحضيرية للمؤتمر العالمي.

58. In 2008, the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance stated that educational reform, which would introduce a mandatory minimum of 60 per cent of courses that needed to be taught in Estonian language, was viewed with concern.

114. Member States are encouraged to invite the Working Group of Experts on People of African Descent and the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance to carry out country visits.

In its resolution 7/19 of 27 March 2008, the Council invited the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance to continue to report on all manifestations of defamation of religions, and in particular on the serious implications of Islamophobia, on the enjoyment of all rights to the Council at its ninth session.

Invites the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance to update and expand the study on the issue of political platforms which promote or incite racial discrimination (A/CONF.189/PC.2/21 and Corr.1 and 2) and to submit it to the Commission at its sixtieth session;

Attention is also drawn to the two reports submitted by the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance to the Commission on Human Rights at its fiftyninth session that contain information on his activities relating to the follow-up to the World Conference (E/CN.4/2003/23 and E/CN.4/2003/24).

In its resolution 1999/78 of 28 April 1999,1 the Commission on Human Rights, inter alia, invited United Nations bodies and mechanisms dealing with the question of racism, racial discrimination, xenophobia and related intolerance to participate actively in the preparatory process for the World Conference.
وكانت لجنة حقوق الإنسان قد قررت في قرارها 1999/78(1)، ضمن جملة أمور، دعوة هيئات وآليات الأمم المتحدة المعنية بمسألة مكافحة العنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب إلى المشاركة بنشاط في العملية التحضيرية للمؤتمر العالمي.

It should be read in conjunction with the interim report submitted by the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance to the General Assembly (A/58/313).
ويتعين أن يُقرأ بالاقتران مع التقرير المؤقت المقدم من المقرر الخاص المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب إلى الجمعية العامة في دورتها الثامنة والخمسين (A/58/313).

12. In its resolution 4/9, the Council invited the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance to report on all manifestations of defamation of religions and in particular on the serious implications of Islamophobia on the enjoyment of all rights at its sixth session (see also paragraph 33 below).
12- ودعا المجلس، في قراره 4/9، المقرر الخاص المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب إلى أن يُقدّم في دورته السادسة تقريراً عن جميع مظاهر تشويه صورة الأديان، وبخاصة عما للخوف من الإسلام من آثار خطيرة على التمتع بالحقوق كافةً (انظر أيضاً الفقرة 33 أدناه).

The present report is submitted pursuant to Human Rights Council resolution 4/9 entitled " Combating defamation of religions " , in which the Council invited the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance to report on all manifestations of defamation of religions and in particular on the serious implications of Islamophobia on the enjoyment of all rights at its sixth session.
يُقدَّم هذا التقرير عملاً بقرار مجلس حقوق الإنسان 4/9 المعنون " تشويه صورة الأديان " الذي دعا فيه المجلس المقرر الخاص المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب إلى تقديم تقرير إلى المجلس في دورته السادسة عن جميع مظاهر تشويه صورة الأديان، وبخاصة عمَّا يترتب على كراهية الإسلام من آثار خطيرة على التمتع بالحقوق كافةً.

9. Calls upon the organizers of the World Conference against Racism, Racial Discrimination, Xenophobia and Related intolerance to ensure that a mechanism exists for the full and active participation of representatives of indigenous peoples in all preparatory meetings as well as the World Conference itself, as a further measure to implement the theme of the International Decade of the World’s Indigenous People, “Partnership for action”;
9- تدعو منظمي المؤتمر العالمي لمكافحة العنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب إلى ضمان وجود آلية للمشاركة الكاملة والنشطة لممثلي الشعوب الأصلية في كافة الاجتماعات التحضيرية، وكذلك في المؤتمر العالمي ذاته، كتدبير آخر لتنفيذ موضوع العقد الدولي للسكان الأصليين في العالم، وهو " شراكة من أجل العمل " ؛

61. In 2008, the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance stated that the Russian-speaking minority was mostly affected by the problem of statelessness as well as language restrictions.
61- وفي عام 2008، أشار المقرر الخاص المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب إلى أن الأقلية الناطقة بالروسية هي الفئة الأكثر تأثراً بمشكلة انعدام الجنسية وبالقيود اللغوية.

" 3. Also welcomes the report of the Special Rapporteur of the Commission on Human Rights on contemporary forms of racism, racial discrimination, xenophobia and related intolerance and recommends that the Preparatory Committee for the World Conference give due consideration to the recommendations and suggestions contained therein;
