وأعرب عن اعتقاده بأن هذا الوضع يبرهن، إلى جانب العلامات الواضحة عن انعدام الأخلاقيات السياسية والنضج السياسي وعن قصور عام في الكفاءة الإدارية، على ضرورة تعليق العمل فورا بالدستور كليا أو جزئيا وإجراء إصلاحات تشريعية وإدارية أخرى.

Inter alia, it expressed the view that " clear signs of political amorality and immaturity and of general administrative incompetence, have demonstrated a need for urgent suspension in whole or in part of the Constitution and for other legislative and administrative reforms " .
وأشار في جملة أمور إلى أن ' ' إشارات واضحة تدل على انعدام الأخلاقيات السياسية وعدم النضج السياسي وقصور عام في الكفاءة الإدارية، تبرهن على ضرورة تعليق العمل فورا بالدستور كليا أو جزئيا وإجراء إصلاحات تشريعية وإدارية أخرى " .
