وأفهم أن معظم الوفود لا تستطيع أن تقول شيئا محددا الآن بشأن الاقتراح الجديد، حيث أنها تحتاج إلى تعليمات من عواصمها.

Delegations had no information about the nature of the issues discussed and no opportunity to seek instructions from their capitals.
