Many problems were identified by Parties using the Revised 1996 IPCC Guidelines. Most of these problems were related to the land-use change and forestry sector (LUCF).

Those Parties included in Annex I for whom land-use change and forestry constituted a net source of greenhouse gas emissions in 1990 shall include in their 1990 emissions base year or period the aggregate anthropogenic carbon dioxide equivalent emissions by sources minus removals by sinks in 1990 from land-use change for the purposes of calculating their assigned amount.

[The meaning of the final sentence of Article 3.7 of the Kyoto Protocol is that Parties for which land-use change and forestry constituted a net source of greenhouse gas emissions in 1990 shall include their aggregate anthropogenic emissions minus removals from land-use change in their greenhouse gas inventory for the base year and subsequent years.
