13. To fulfil the requirements of article III, paragraph 2, the Zangger Committee understandings contain three basic conditions of supply for these items:

The Zangger Committee's Understandings also relate to exports to non-nuclear-weapon States party to the Treaty, insofar as the recipient State should recognize the items on the trigger list as well as the procedures and criteria from article III, paragraph 2, of the Treaty as a basis for its own export control decisions, including re-exports.
وتتعلق تفاهمات لجنة زانغر أيضا بصادرات الدول غير الحائزة للأسلحة النووية الأطراف في المعاهدة، على أساس أنه ينبغي للدولة الطرف أن تسلم بالبنود الواردة في قائمة المواد التي تستدعي تطبيق الضمانات، وكذلك بالإجراءات والمعايير الواردة في الفقرة 2 من المادة الثالثة من المعاهدة كأساس للقرارات المتعلقة بصادراتها ذاتها، بما في ذلك عمليات إعادة التصدير.

The Conference invites all States to consider applying these understandings of the Zangger Committee in connection with any nuclear cooperation with non-nuclear-weapon States not parties to the Treaty.

In this connection, Japan welcomes the continuing, devoted efforts to update the ZC Understandings and the NSG Guidelines by participating governments of the respective multinational export control regimes.
وفي هذا الصدد ترحب اليابان بالجهود المتواصلة المكرسة من قبل الحكومات المشاركة في نظم ضوابط التصدير المتعددة الجنسيات ذات الصلة من أجل تحديث تفاهمات لجنة زانغر والمبادئ التوجيهية لمجموعة موردي المواد النووية.

The Conference further agrees that new nuclear supply arrangements of all the items in the Trigger List of the Zangger Committee understandings and of the NSG Part 1 Guidelines to non-nuclear-weapon States should require, as a necessary precondition, the conclusion of additional protocols.
ويتفق المؤتمر كذلك على أن الترتيبات الجديدة لتزويد الدول غير الحائزة للأسلحة النووية بجميع الأصناف المدرجة في القائمة المستوجبة لتطبيق الضمانات والواردة في تفاهمات لجنة زانغر والجزء الأول من المبادئ التوجيهية لمجموعة موردي المواد النووية ينبغي أن تستلزم، كشرط مسبق، إبرام بروتوكولات إضافية.

6. The Conference invites all States to adopt the Understandings of the Zangger Committee in connection with any nuclear cooperation with non-nuclear-weapon States not parties to the Treaty.
6 - ويدعو المؤتمر جميع الدول إلى اعتماد تفاهمات لجنة زانغر فيما يتصل بأي تعاون نووي مع الدول غير الحائزة للأسلحة النووية من غير الأطراف في المعاهدة.

6. The Conference endorses the importance of the Zangger Committee as guidance for States parties in meeting their obligation under article III, paragraph 2, of the Treaty and invites all States to adopt the Understandings of the Zangger Committee in connection with any nuclear cooperation.
6 - ويؤكد المؤتمر أهمية لجنة زانغر كمرشد للدول الأطراف في الوفاء بالتزاماتها بموجب الفقرة 2 من المادة الثالثة من المعاهدة ويدعو جميع الدول إلى اعتماد تفاهمات لجنة زانغر فيما يتعلق بأي تعاون نووي.

The Conference invites all States to adopt the Understandings of the Zangger Committee in connection with any nuclear cooperation with non-nuclear-weapon States not parties to the Treaty. "

Adhere to or take account of the Nuclear Suppliers Group guidelines in implementing national export control policies; and adopt the Zangger Committee understandings.
التقيّد بالمبادئ التوجيهية لمجموعة موردي المواد النووية أو أخذها في الاعتبار عند تنفيذ السياسات الوطنية للرقابة على الصادرات؛ واعتماد تفاهمات لجنة زانغر.
