(a) Encouraging Internet service providers to establish and disseminate specific voluntary codes of conduct and self-regulatory measures against the dissemination of racist messages and those that result in racial discrimination, xenophobia or any form of intolerance and discrimination; to that end, Internet providers are encouraged to set up mediating bodies at national and international levels, involving relevant civil society institutions;
(أ) تشجيع مقدمي خدمات الإنترنت على وضع ونشر مدونات سلوك وتدابير تنظيم ذاتي طوعية محددة لمكافحة نشر الأفكار العنصرية وتلك التي تفضي إلى التمييز العنصري أو كراهية الأجانب أو أي شكل من أشكال التعصب والتمييز؛ وتحقيقا لهذه الغاية، يشجع مقدمو خدمات الإنترنت على إنشاء هيئات وساطة على المستويين الوطني والدولي، تشارك فيها مؤسسات المجتمع المدني ذات الصلة؛

The Committee recommends that the State party should take appropriate steps to combat racial prejudice leading to racial discrimination in the media, both public and private.
توصي اللجنة الدولة الطرف باتخاذ ما هو مناسب من التدابير لمكافحة مظاهر التحامل العنصري التي تفضي إلى التمييز العنصري في وسائط الإعلام، العامة منها والخاصة.

177. Although recognizing the validity of the arguments advanced by the State party, the Committee nevertheless notes that there are insufficient measures and programmes in the fields of teaching, education, culture and information aimed at combating prejudices that lead to racial discrimination and at promoting understanding and friendship.
٧٧١- وعلى الرغم من أن اللجنة تعترف بصحة الحجج التي قدمتها الدولة الطرف، فإنها تلاحظ مع ذلك عدم وجود قدر كاف من التدابير والبرامج في ميادين التربية والتعليم والتثقيف واﻹعلام الرامية إلى مكافحة أوجه التحيز التي تفضي إلى التمييز العنصري والرامية أيضا إلى توطيد أواصر التفاهم والصداقة.

(e) Address the root causes of racist hate speech and strengthen measures of teaching, education, culture and information, with a view both to combating prejudices that lead to racial discrimination and to promoting understanding, tolerance and friendship among nations and among racial or ethnic groups.
(ﻫ) معالجة الأسباب الجذرية لخطاب الكراهية العنصرية وتعزيز تدابير التعليم والتربية والتثقيف والإعلام، بهدف مكافحة أشكال التحامل التي تفضي إلى التمييز العنصري وتعزيز التفاهم والتسامح والصداقة بين الأمم وفيما بين المجموعات العرقية أو الإثنية.

45. Concerned by the austerity measures taken to cope with the economic and financial crisis, CERD recommended that Romania ensure that the crises does not have harmful effects on the social situation of vulnerable groups, particularly refugees, immigrants, minorities and Roma, and that it does not lead to racial discrimination against them.
45- أعربت لجنة القضاء على التمييز العنصري عن قلقها إزاء تدابير التقشف المتخذة للتكيّف مع الأزمة الاقتصادية والمالية، وأوصت بأن تكفل رومانيا ألا تؤثر الأزمات تأثيراً سلبياً على الحالة الاجتماعية للفئات الضعيفة، لا سيما اللاجئون والمهاجرون والأقليات والروما، وألا تفضي إلى التمييز العنصري ضد هذه الفئات(71).
