A. General considerations 9. The Committee had a wide-ranging discussion of its role in advising the General Assembly on the application of Article 19 of the Charter pursuant to rule 160 of the rules of procedure of the General Assembly and the provisions of Assembly resolution 50/207.

The Committee agreed that, as a technical body, its main task in advising the General Assembly on the action to be taken with regard to the application of Article 19 of the Charter was to consider whether the failure of a particular Member State to pay the amount needed to avoid the loss of the right to vote was due to conditions beyond its control.

In its resolution 68/21, the General Assembly, recalling paragraph 13 of its resolution 64/263, requested the Committee, in the context of its terms of reference, to continue to provide advice to the Assembly on relevant issues relating to the effectiveness, efficiency and impact of the audit activities and other oversight functions of OIOS, as it deemed necessary.

Recalls paragraph 13 of its resolution 64/263, and in this regard invites the Committee, in the context of its terms of reference, to continue to provide advice to the General Assembly on relevant issues relating to the effectiveness, efficiency and impact of the audit activities and other oversight functions of the Office, as it deems necessary.
4 - تشير إلى الفقرة 13 من قرارها 64/263، وتدعو اللجنة في هذا الصدد إلى أن تواصل، في إطار اختصاصاتها، تقديم المشورة إلى الجمعية العامة بشأن المسائل وثيقة الصلة بفعالية أنشطة المراجعة وغيرها من مهام الرقابة التي يضطلع بها المكتب وبكفاءة تلك الأنشطة والمهام وتأثيرها، حسبما تراه ضروريا.

Invites the Secretary-General, on the basis of recommendations made by the Permanent Forum on Indigenous Issues through the Economic and Social Council, to consider providing advice to the General Assembly on the need to identify further ways to assist the Forum in carrying out its mandate in a successful and fruitful manner, including the possibility of seeking the views of adviser(s).

2.5 The activities of the Department are overseen by the Committee on Conferences, which is maintained as a permanent subsidiary organ of the General Assembly in accordance with its resolution 43/222 B of 21 December 1988, with responsibility for advising the Assembly on all matters related to the organization of conferences and meetings in the United Nations, including the calendar of conferences.

75. The Committee recalled its general mandate, under rule 160 of the rules of procedure of the General Assembly, to advise the Assembly on the action to be taken with regard to the application of Article 19 of the Charter.
