29. I would take this opportunity to reiterate the findings of my report to the Security Council of 22 May 2000 (S/2000/460), strongly endorsed by the Council in the President's statement of 23 May 2000 (S/PRST/2000/18).

As I reported to the Security Council on 14 September (S/26438), while this visit did not result in the expected agreement, it did reveal the need to clarify the benefits and feasibility of such measures.

67. As indicated in my report to the Security Council of 5 September 2002 (S/2002/987), the ultimate goal of the UNAMSIL drawdown plan is to ensure a gradual, phased and deliberate transfer of responsibility for the security of Sierra Leone from the United Nations to the Government of Sierra Leone.

93. As indicated in my report to the Security Council on the protection of civilians in armed conflict, more timely early warning systems and better ongoing monitoring and reporting are needed if the worst abuses are to be prevented. The vulnerability of children should be assessed and addressed from the earliest stages.

43. In my report to the Security Council of 10 August 2007 (S/2007/488, para. 63), I stated that the Chadian police element " would assume exclusive law enforcement responsibility in carefully defined jurisdictions, centred on refugee camps and surrounding concentrations of internally displaced persons and associated towns " .

These included the presence of radar equipment and improvement of the defence infrastructure, including expansions of the berm by the Royal Moroccan Army, and the continued deployment of military personnel and infrastructure improvements by the Frente Polisario in the area known as the " Spanish Fort " , as described in my report to the Security Council of 27 January 2005 (S/2005/49, para. 6).

61. my report to the Security Council pursuant to paragraph 5 of resolution 1859 (2008) (S/2009/385), has been supportive of the efforts by the Government of Iraq to normalize the country's international standing in a number of ways, from assisting in capacity-building and debt reduction under the framework of the International Compact with Iraq to United Nations assistance in promoting regional dialogue.

I also have the honour to refer to my report to the Security Council on UNOCI of 29 September 2009 (S/2009/495), in which I indicated my intention to request the authorization of the Council for the temporary redeployment of one infantry company and two helicopters from the United Nations Mission in Liberia (UNMIL) to Côte d'Ivoire, in accordance with the provisions of Security Council resolution 1609 (2005).

2. In my report to the Security Council on the protection of civilians in armed conflict,2 I pointed to the emerging consensus among Member States on the inadequacies of the Convention, and recommended that the Security Council invite the General Assembly to pursue the development of a protocol extending the scope of its legal protection to all United Nations and associated personnel not presently covered.
