The model memorandum of understanding should provide that contingent commanders who cooperate with Department of Peacekeeping Operations investigations into allegations made against members of their contingents are commended and that those who fail to cooperate or obstruct such investigations are repatriated, and the Secretary-General should write to the Head of State of the country concerned explaining why the commander was repatriated.
