The Secretary-General has the honour to transmit to the General Assembly the report of the High-level Panel of Experts on the study on recosting and options for the Organization in dealing with fluctuations in exchange rates and inflation.

The Assembly requested the Secretary-General, in the context of the first performance report, to report on options for protecting the United Nations against fluctuations in exchange rates and inflation.

71. The Advisory Committee was also of the view that the Secretary-General had not responded comprehensively to the Assembly's request, in its resolution 64/243, to report on options for protecting the United Nations against fluctuations in exchange rates and inflation.

The Advisory Committee recalls its observations in its report on the second performance report of the Secretary-General on the programme budget for the biennium 2010-2011 concerning options proposed for protecting the United Nations against fluctuations in exchange rates and inflation (see A/66/611, paras. 26-33).

A questionnaire addressed to the heads of budget and finance of these organizations was sent in early July 2010 requesting information on the various mechanisms and tools used by these organizations to protect and mitigate the effects of fluctuations in exchange rates and inflation.

Surplus funds arising from exchange rate fluctuations and inflation should be credited back to Member States, as should any savings that might arise under the 1998-1999 budget; provision had already been made in the programme budget for the funding of the development account.

63. In paragraph 175 of its report, the Board recommended that the Administration resubmit to the General Assembly its proposal for the establishment of a reserve to cover appropriately additional expenditures related to such factors as exchange rate variations and inflation.
