ولاحظت الجمعية العامة في هذا السياق وببالغ القلق تصاعد معاداة السامية وكراهية الإسلام في أنحاء مختلفة من العالم فضلا عن ظهور حركات عنصرية وحركات عنيفة تقوم على العنصرية والآراء التمييزية الموجهة ضد الجماعات العربية والمسيحية واليهودية والمسلمة، وجماعات السكان المنحدرين من أصل أفريقي وآسيوي وغيرها.

ولاحظت أيضا مع بالغ القلق تزايد حدة معاداة السامية وكراهية المسيحية وكراهية الإسلام في أنحاء مختلفة من العالم، فضلا عن ظهور حركات عنصرية وعنيفة تقوم على العنصرية والأفكار التمييزية الموجهة ضد الجاليات العربية والمسيحية واليهودية والمسلمة والجاليات المنحدرة من أصل أفريقي وآسيوي وغيرها.

" 2. We call upon States, in opposing all forms of racism, to recognize the need to counter anti-Semitism, anti-Arabism and Islamophobia worldwide and urge all States to take effective measures to prevent the emergence of movements based on racism and discriminatory ideas concerning these communities.
" 2- وندعو الدول إلى الاعتراف، في سياق مناهضة جميع أشكال العنصرية، بضرورة التصدي لمعاداة السامية والعرب والإسلام في شتى أنحاء العالم، ونحث جميع الدول على اتخاذ تدابير فعالة لمنع ظهور حركات تقوم على العنصرية والأفكار التمييزية ضد هذه الجماعات.

" 33. States should establish mechanisms to monitor the stereotyping of Arabs and Muslims, and other expressions of anti-Arabism and Islamophobia and take effective measures to prevent the emergence of movements based on racism and discriminatory ideas concerning these communities.
" 33- ينبغي أن تنشئ الدول آليات لرصد القولبة النمطية للعرب والمسلمين، وغير ذلك من التعبيرات عن معاداة العرب والخوف من الإسلام، وأن تتخذ تدابير فعالة للحؤول دون ظهور حركات تقوم على العنصرية والأفكار التمييزية فيما يخص هذه الجاليات.

The General Assembly also condemned political platforms and organizations based on racism, xenophobia or doctrines of racial superiority and related discrimination, as well as legislation and practices based on racism, racial discrimination, xenophobia and related intolerance as incompatible with democracy and transparent and accountable governance.
وأدانت الجمعية العامة كذلك البرامج والمنظمات السياسية التي تقوم على العنصرية وكراهية الأجانب أو على عقائد التفوق العرقي وما يتصل به من تمييز، فضلا عن القوانين والممارسات القائمة على العنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب، بوصفها لا تتفق مع الديمقراطية وأسلوب الحكم الشفاف والخاضع للمساءلة.

46. كما لاحظت بقلق شديد " تزايد حدة معاداة السامية وكراهية المسيحية وكراهية الإسلام في أنحاء مختلفة من العالم، فضلا عن ظهور حركات عنصرية وعنيفة تقوم على العنصرية والأفكار التمييزية الموجهة ضد الجماعات العربية والمسيحية واليهودية والمسلمة " (المرجع نفسه، الفقرة 61).

Although the messages of hatred, intolerance and extremism that were propagated on Internet sites addressing Belgian citizens or based on Belgian soil were worrying, what was of greatest concern was extremism in the form of racist or xenophobic political parties, which gave the country an image that it did not deserve.
